ERROR: Operation not allowed error in selang when trying to create user

Issue/Introduction

"ERROR: Operation not allowed" is occurring when trying to create users in selang.
 

Environment

PAM Server Control 14.x

Resolution

User mode was regular. Didn't have permissions. Login as root and make user mode admin or auditor

run sewhoami -a

You will see the below.  Notice the "User's mode" is set to regular.  This should be admin or auditor.  Login as root and change to needed permissions. Once permissions were corrected selang worked as expected.
