Issue/Introduction

After activating CA Plex dispatcher on a windows server 2019 system, Plex can't start with this error

Environment

Release : 7.21

Resolution

The following should be checked/changed

1. if the dispatcher starts

2. if the server and client are in the same network

3. if odbc database DSN is 32 bit

4. if the client and server run time the same

5. other client app server specific setting that enables the connection to server, such as MS RPC namespace registry
