SRSJBIND is required for Smart/RESTART only, and not Smart/RRSAF,
and so the checkpoint dataset is required for Smart/RESTART only as well.
If only using Smart/RRSAF, there's no need to run SRSJBIND or
define the Smart/RESTART checkpoint dataset.
So when using Smart/RRSAF only:
1) There is no need to run SRSJBIND
2) Define a Smart/RESTART checkpoint dataset
3) Create a Smart/RESTART DB2 synchronization table.
