SCRT report upload fails with error - UTC time not present in report

Issue/Introduction

When uploading the SCRT report to the website it gives error message:

UTC time not present in report

Environment

Release : 15.0

Component : Common Services for z/OS

Cause

No Report Time added to //Special DD - now required

Resolution

One of the requirements in the new SCRT website implemented on August 29 is reports need to have the UTC time, see community post 
The New SCRT Management Website Goes Live August 29th!

Mainframe Consumption Licensing (MCL) customer reports are required to be generated with the control statement Report_Time=UTC_Time otherwise the report will be rejected.

To resolve the error you need to add Report_Time=UTC_Time in the SPECIAL DD and rerun the report.

(Mainframe Consumption Licensing customers) Specify the report time as UTC time to keep your reports consistent from month to month:
On z/OS, specify the following parameter in the SPECIAL DD input:

Report_Time=UTC_Time
