Why User License Count does not match with telemetry data?

We are currently experiencing an issue where our telemetry data export portlet is not matching up with the license information we see in Clarity.

Our current license count total shows 1,030 in Clarity.  The telemetry data export shows 1,605.

Can you please help us understand the disconnect?

Release : 15.9.2

Component : Clarity Users, Groups, OBS Administration

Resolution

Telemetry Monthly usage value reports the maximum users count for that particular month so if Admin deactivated users at any point in time for a given month it will only reduce numbers on the next month. This behavior applies to releases prior to 16.0. After 16.0 it is expected Telemetry data to be updated daily.
