Time Slicing Rollover is slower on 16.0.2, 16.0.3, 16.1.0 (Oracle)

Issue/Introduction

Time Slicing Rollover appears to be significantly slower on the same data on 16.0.2+ vs 15.8 on Oracle.

STEPS TO REPRODUCE:

1. Run a quarter rollover on 15.8, note the time it takes to complete
2. Now run quarter rollover on a database copy of the same data upgraded to 16.0.2

Expected Results: the timings to be comparable

Actual Results: the Time Slicing Rollover is significantly slower on 16.0.2,  343 min, vs 635 min on the provided data

Environment

Release : 16.0.2, 16.0.3, 16.1.0

Cause

Caused by the change to the native Oracle driver, starting 16.0.2

Resolution

DE66816, fixed in 16.1.1 and backported to 16.0.3 patch 3
