License files can be Perpetual, meaning that they are good for as long as you have the product. It is not possible to use older licenses with a newer GSS Version than the License. Check the Broadcom Support Portal and see if you have a new license under My Entitlements.
If there are no Licenses available, use the bottom option in the Portal to Contact Support.
