The smtest tool is embedded in the Policy Server Windows version as mentioned in the documentation (1):

      The Test Tool is a utility that tests the functionality of the Policy Server. The Test Tool simulates the interaction between
      Agents and Policy Servers, which allows you to test your configuration before deploying it.

      The Test Tool can be installed and operated only on a Windows system; however, it can test connections to Policy Servers on
      any operating platform.

Install a Policy Server on a Windows machine. There's no need to configure the Policy Server or to run it.
