We started CA Opera after a z.OS 2.4 upgrade and see these msgs come out

CAIW316E CA-Opera CAIENF not Active, CAIWCONC Terminated 
CAIW336E CA-Opera CAIENF not Active, CAIWCONR Terminated

Component : Opera for OS/390

Resolution

Opera feature CAIWCONS requires CCI to be active. Customer does not use CCI on this single system. If the customer would be using CCI then be sure the SYSID=  value in the CCIPARM reflects the correct system.

This change tells Opera to not try and connect to the specific master console and cross system searches which requires CCI to be active
