To-Do module does not translate to French

Issue/Introduction

The 'To Dos' module in Project is not translated into French

Steps to Reproduce: 

1. Log in to Clarity 16.0.3
2. Go to Administration>>Blueprints
3. Create or update a Blueprint to include To Dos in Modules
4. Publish the Blueprint
5. Go to Project grid view
6. Add the Blueprint column
7. Associate the Blueprint to a case
8. Click the Avatar on the right side to get to Settings
9. Click Settings
10. Click General
11. In Language, select French
12. In Locale, select French(Canada)
13. Log out and then back in
14. Open that same project

Expected Results: All modules are translated to French

Actual Results:'To Dos' are not translated to French
