Rally Adapter for Jira (RaJ): Support for non English Characters

Issue/Introduction

We are seeing errors where some mandatory fields (for example Summary in a Jira User story has Chinese characters only, and is mapped to the Name field in Rally). Other fields with these characters show partial information. Is this the expected behavior?

Currently the RaJ only supports the first 128 characters of the Latin-1 charset.
