Dates are Off for Item Synced by Rally Adapter for Jira (RaJ)

Issue/Introduction

When an item has been synced by the RaJ the date shifted by a day. For example:

When we update the "Planned Start Date and  Planned End Date" fields in Rally and trying to sync with Jira, adapter is parsing the start date as one day before.
