WP won't start after upgrade | U00003546 UCUDB PGE: Overflow in table TAB

Issue/Introduction

WPs won't start correctly after an upgrade.  The database is on PostgreSQL.  The logs show the following messages:

20220918/123317.947 - U00003611 DB OPEN executed. Return Code = '0000003546'
20220918/123317.947 - U00003620 Routine 'UCMAIN_R' forces trace because of error.
20220918/123317.947 - U00003546 UCUDB PGE: Overflow in table TAB
20220918/123318.023 - U00003546 UCUDB PGE: Overflow in table TAB
20220918/123318.024 - U00003410 Server 'AUTOMIC#WP' version '12.3.9+build.1655230787848' ended abnormally.

More analysis is needed to find root cause and next steps for troubleshooting.  If this issue occurs:

Open ucsrv.ini
Find the [TRACE] section and update the line:

database=0

to:

database=9

Attempt to start the WP again, reproducing the error.

Open a case with Broadcom Support and attach the WP log and trace file
