Projects not sorting according to ASCII in MUX

Issue/Introduction

When opening new user experience the project tiles are not sorting in ASCII initially. After a refresh of the browser they sort correctly.

Steps to Reproduce: 

1. Login to Classic
2. Navigate to MUX
3. Notice project tile sort
4. Attempt to go to one of the projects and come back to tile list and object project sort will change.

Expected Results: project tile order should remain the same according to NLS_SORT setting
