Policy express policy should fail when SQLserver update fails

Issue/Introduction

Customer has a requirement to fail the PX policy IM actions when the SQL server update fails.

Cause

When we create a new user in IM the user is created in IM but the action in SQL server fails. We want the IM actions also to fail if the SQL server update fails.

Resolution

This requirement can be achieved by using two PX policies, one on event and the other one on UI (validate on submit) and have the detailed message of why the SQL stored procedure failed, for creating and modifying a user.
