MUX - To Do's not translated on Project Tile

Issue/Introduction

For a user configured for another language, the 'To Dos' value is not translated on a Project Tile. It shows correctly in the list of items on the left row

STEPS TO REPRODUCE: 

1. Configure a Project Blueprint to include 'To Dos' as one of the first four tiles (so it shows on the Project Tiles).
2. Create/Modify a Resource to change the local language
3. Log in with the user, and go to the Project Tiles. 

Expected Results: 

It should show the localized text of 'To Dos', just like it displays in the icon on the left side.

Actual Results:

Hover over the 'To Dos' icon, it will say 'To Dos' instead of the localized text
