Getting error BC1PINIT FAILURE RC=0012, when initializing Endevor.

Issue/Introduction

Upong trying to access Endevor for testing after upgrade to v18.1 following error message is issued:  

THE C1DEFLTS TABLE USED IS FROM RELEASE B1801C; NOT COMPATIBLE WITH ENDEVOR B1800C
BC1PINIT FAILURE, RC=0012.                                                        
BC1PSM10: F000 ABEND CODE=INIT NUMBER=0001                                                         
CA Endevor SCM Version: 18.0 Release: B1800C Increment: 18.1.00

Resolution

For the errors...
BC1PINIT: $AFPCNO FAILED RC= 0004.                                   
BC1PSM10: F000 ABEND CODE=INIT NUMBER=1005   

The installation requirements beginning with Endevor 18.1 - ENUXSITE, C1DEFLTS, and all user exits must be assembled or compiled and linked with the RENT attribute. A non-reentrant program might encounter a system 0c4 Abend. Must reside in a APF Authorized load library.  If one of these modules comes from a non-authorized library, a u0078 abend may occur. 

We have also seen other users recieve the F000 abend code=INIT Number=1005 when running from non-authorized libraries.  

Please make sure that your 18.1 libraries are authorized.
