SOI restart error after CU2 to CU4 upgrade

Issue/Introduction

I have upgraded EEM to V12.6.3 and it seems to be running good.

I have upgraded SOI from CU2 to CU4 and the upgrade had no errors.

When I tried to restart SOI -> started MQ server and Application server only - the log file show the following error message.

Resolution

Those messages are due to SOI using the NIM integration with ServiceNow.

The SOI Manager needs to access the SOI REST service which is part of the UI.

In this situation when starting up SOI Manager, need to start the UI service too.
