How is the CICS region startup ACF2 logonid picked up

Issue/Introduction

During the startup of a cCICS region, a logonid is used that is not the same as the STC or is it defined in the GSO STC record. Where/how is it picked up? 

Environment

Release : 16.0

Component : ACF2 for z/OS

Resolution

The CICS region may not be starting up as an STC. The logonid  has the RESTRICT bit set but not the STC bit set. Without the STC bit set, if the CICS region is started as a started task the 'ACF01031 LOGONID CICS DOES NOT HAVE THE STC ATTRIBUTE' would occur. 

In this case the CICS region was being started via a job and had the //*LOGONID CICT.
