Adopt Open JDK hotfix update fails: [ERROR] This system already runs a same or higher CP level

Issue/Introduction

HF_VA-14.4.1-20211203091508-AOJDK18312.tgz.gpg should update the JDK version to AdoptOpenJDK 1.8.0_312.  However, the update fails.
(14.4 GA is ver 265, CP1 updates to 292)

java -version
openjdk version "1.8.0_292"  

patch_vapp HF_VA-14.4.1-20211203091508-AOJDK18312.tgz.gpg

[ERROR] This system already runs a same or higher CP level (20220428091838) , current patch (20211203091508) is not applicable

Suspect that running this patch before CHF002 might have worked, but docs don't specify any order required.  Where do we go from here?
