Password Policy not being enforced in password services screen in Identity Portal

Issue/Introduction

Password policy rules are not being enforced in password services screen in Identity Portal.

Reproduction steps: Set password to force password change on account in AD endpoint.

We are using custom authentication in IM against Active Directory.

Login to Identity portal via new password (with must change on). Password Services screen is displayed however password policy regex or other validation rules or composition is not being displayed.

It works in 14.2 but not working in 14.4.1
