Denied Applications Add Applications Menu bar items missing from Application Metering Policies

Issue/Introduction

Unable to add, edit, or delete software from Application Metering Policies after upgrading or installing 8.6 RU3. The menu bar items on the Software tab are missing. 

These policies are located in Manage > Policies > Software > Application Metering.

This Issue is fixed in ITMS 8.7.
