Department OBS browse for the Roadmap object doesn't return any data

Issue/Introduction

You try to create a process using a System Action with the Roadmap object to populate the Department OBS. When selecting the Browse button, the list is blank

 

Steps to Reproduce: 

1. Log in to Classic view
2. Go to Administration>>OBS
3. Click the department OBS
4. Verify Roadmap under Associated Objects
5. If not click Add and add Roadmap
6. Save and Return
7. Go to Administration>>Processes
8. Click New
9. Enter required info
10. Click Save and Continue
11. Click Add Primary Object
12. Select Roadmap as Object Type
13. Click Save and Return
14. Click on Start Step tab
15. Enter required Info
16. Click New under Actions
17. Select System Action
18. Click Next
19. Under System Action, Select Set Department OBS for Action
20. On the Department OBS field, click on the binoculars

Expected Results: See the list of Department OBS available

Actual Results: Shows 'There are no items to display'
