Question:

When using the CSF Extension command CAA, will users be able to complete applications they are not authorized for?

Answer: 

No, they will not be able to complete applications for which they are not authorized.

The CAA command is a CSF Extension that runs a REXX exec that issues CA WA ESP commands to complete applications. CA WA ESP will do security checks when those commands are issued. So under the covers, CA WA ESP will make sure that only applications that the user is authorized to complete are completed.
