After IPL the PASSCHAR value is different than what is specified in the TSSPARM file

Issue/Introduction

After an IPL, a F TSS,status reflects the following values for 

PASSCHAR -

PASSCHAR(&,*,@,:,$,=,¹,-,%,.,#,?,_,|)  

Even though the value in the parmlib member is -

PASSCHAR(&,*,@,:,$,=,!,-,%,.,#,?,_,|)

Note the difference at the ! exclamation position.
