SQL driver SSL error running CU4 update - Unexpected Rethrowing

Issue/Introduction

When attempting to upgrade to UIM 20.4 CU4 (20.4.4) I am receiving an error during Upgrade Preparation.

The driver could not establish a secure connection to SQL server by using Secure Sockets Layer (SSL) encryption.  Error: "Unexpected Rethrowing".

This issue is resolved with refreshed UIM Server Installer that was published on UIM Server 20.4 - Cumulative Update 4 page on 09/07/2022
