oi_connector not syncing all alarms from UIM to OI

UIM alarm counts in OI and UIM fall out of sync.  Specifically the alarm counts in UIM Operator Console are greater than the alarm counts in OI.

Cause

Only some alarms are being processed by the oi_connector probe.

Resolution

After applying the oi_connector 1.45T3 probe and setting the following keys in the probe raw config, the issue was resolved.

process_open_uim_alarms = true
ingest_raw_alarm_to_oi = true
