FMS RECOVER and RESTORE to restore a PDSE object library fails with following messages.
ADSDF102 4106 ADR707E (R/I)-RI03 (06), NOT AUTHORIZED TO USE ADMINISTRATOR KEYWORD
Checked the DFDSS control card by using the DSSMSGDD sysparm and found the ADMINISTRATOR keyword was added.

Why does Disk add the ADMINISTRATOR keyword ?

The ADMINISTRATOR keyword, it was added by Disk 11.0 PTF QO55985 to bypass DFSMSdss-initiated access checking to data sets and catalogs and to allow storage administrators the ability to restore data sets to different LPARs or sysplexes where the SMS classes or RACF profiles may not exist.
The ADMINISTRATOR keyword is added when RACFSUPP for N and "FACILITY" CLASS, "sysparm SMSSTGAD" PROFILE in RACF is active.
In this environment, running FMS recover or RESTORE proc without access authority to "FACILIITY" CLASS, "STGADMIN.ADR.STGADMIN.RESTORE" PROFILE, will issue the error message "ADR707E (R/I)-RI03 (06), NOT AUTHORIZED TO USE ADMINISTRATOR KEYWORD". This is not a Disk problem and can be solved by adding READ authority for "FACILITY" CLASS, "STGADMIN.ADR.STGADMIN.RESTORE" PROFILE to the user
