SSL Provider timeout error between IIS and SQL Server

Issue/Introduction

The Information Centric Analytics (ICA) application is inaccessible and the World Wide Web Publishing service is stopped. The Windows Server log (System-AppSrvr) contains the following entry:

A process serving application pool 'RiskFabricAppPool' suffered a fatal communication error with the Windows Process Activation Service. The process id was '5728'. The data field contains the error number.

This process ID is also referenced in the Windows Application log (Applog-AppSrvr) at approximately the same time:

An unhandled exception occurred and the process was terminated.

Exception: System.Data.SqlClient.SqlException
Message: A connection was successfully established with the server, but then an error occurred during the pre-login handshake. (provider: SSL Provider, error: 0 - The wait operation timed out.)

Cause

The SQL Server became unresponsive to connection attempts by IIS immediately before the IIS service crashed. Performance counters should be reviewed to determine why the SQL Server became unresponsive to connection attempts.

Resolution

Restart the World Wide Web Publishing service and confirm the RiskFabricAppPool application pool is started prior to accessing the ICA console.
