Error received when saving a User Story - HierachicalRequirement.TaskEstimateTotalInvalid: Maximum number of digits to the left of the decimal is 9 and to the right is 2.

Issue/Introduction

One of our users is reporting the error below when trying to modify plan estimates on work items or task estimates on tasks.  This error is coming up even when using whole numbers and when trying to create new work items.  We have attempted clearing cache, incognito mode, different browsers, and machine reboot all to no avail.  Here is the error:

HierachicalRequirement.TaskEstimateTotalInvalid: Maximum number of digits to the left of the decimal is 9 and to the right is 2.

Resolution

Set profile to use English (en-US) locale.  This issue only occurred when the local was set to German (de - DE)
