What is 'ISFOWNER $STC' in a Top Secret rule?
For Example  
TSS CRE(ISFOWNER) TYPE(GROUP) DEPT(dept) NAME('ISFPARMS GROUP OWNER#GROUP')
TSS ADD(ISFOWNER $STC) GID(nnnn)

Resolution

The '$STC' data in the TSS command is a syntax error, 
the command should read as TSS ADD(ISFOWNER) GID(nnnn).  

There is no need to create a Top Secret ACID for ISFOWNER. 
The concepts of the owning/superior group is unique to RACF and has
no equivalent in Top Secret. 

The only ownership concept in Top Secret is the ownership
of resources by an organizational ACID (department, division, or zone) 
in order to secure those resources and support the writing of permissions 
to that resource. 
There is also no need to create ANY Top Secret GROUP type ACID's as 
part of the SDSF conversion, they are only needed when accessing 
Unix files and directories which is not 
what an SDSF conversion is about.
