CA07N610 receives CAL2D135E CAL2DBVR ENQ failed RC= 04 RSRC

Issue/Introduction

 CA07N610 was submitted with the parm values as below:

//DBVR     EXEC  PGM=CAL2DBVR,                       
//         PARM='TRIG,RQMT,SCHD,XREF,UPDT,DELT'  

The job fails with  error  CAL2D135E CAL2DBVR ENQ failed RC=  04 RSRC=DBOWNxxxxxxxxx
 It seems that the CA07N610 job is expecting  CA7 to be down before running the back up jobs.

CA07N610 which is used to report on any discrepancies found in the r12 /r12.1 Datacom database  is shipped with  PARM='TRIG,RQMT,SCHD,XREF' and can be run with CA 7 up.  If CA07N610 is run to fix the issues found using parms  'UPDT,DELT', then  CA 7  is required to be down because of the updates that will  occur.
