MCS probe is in red state on secondary hub

Issue/Introduction

After deploying MCS probe in production onto the secondary hub, the probe is in an error state.

Release : 20.3

Component : UNIFIED INFRASTRUCTURE MGMT

Cause

- Not supported on secondary hub

Resolution

- MCS (mon_config_service) probe can be installed on the Primary hub only.
