URT shows "ORA-31685: failed to return insufficient privileges" for the Upgrade Readiness User

Issue/Introduction

When running the URT before upgrading DLP with a recently upgraded Oracle 19c you see the message "ORA-31685: failed due to insufficient privileges" for various create grants.
However, the URT passes without reporting this as an error.

Cause

The Data Pump on Oracle returns inaccurate permissions when compared to running a query on the Oracle 19c DB that shows permissions are present. Conflicting permissions values.

Resolution

As long as the query in KB 160076 shows that the correct permission have been granted you can ignore the entries in the URT.
