RA Agents 21.x cannot start with Java 11 with JDBC errors

Issue/Introduction

Some RA Agents (RA OEBS, RA JDEdwards, RA BO...) cannot start when using Java 11 after having upgraded/installed the agents on version 21.0.x.

Example of the errors for a RA OEBS Agent in the log are the following:

20220719/185905.418 -           Error connecting to the database. Check the JDBC login assigned  to the agent and verify that it is correct. The agent login Test button can be used to test the connection.

Additional Information

Solution description: A problem has been fixed where the RA Core did not load third party libraries from the "lib" folder if Java 11 was used.
Agents like RA OEBS or JD Edwards did not start.
