"otk SCOPE Issuing " assertion without instance modifier

Issue/Introduction

We have updated to OTK version 4.5.1 and now "OTK SCOPE Issuing" appears only without instance modifier

Release : 10.0

Resolution

According the engineering team this is expected behavior , it worked the same in otk 4.3.1 .

The "OTK SCOPE Issuing" is now a server module file and does not get installed with a instance modifier .
