Unable to uninstall the OCR server

Issue/Introduction

You want to uninstall the current OCR server so you can upgrade to the newer version OCR server.
When you attempt to uninstall the OCR server it fails and presents an error message.

The SymantecDLPOCRServer.log has these entries:

Environment

Release: 15.x

Cause

The jvm.cfg file has been corrupted.

Resolution

Repair or reinstall the OCR server.
The OCR server can then be uninstalled.
Finally, the newer version of OCR server can be installed.
