Rally users has been granted as Project Admin for a backlog/project, but they are unable to add/remove people in a project by clicking the 'Action' drop-down under the project's Team status page, there is no 'manage team' button found. (Screenshot enclosed).

This is a limitation for the Project admin role in Rally
The "Manage team" button doesn't exist on the Team status page for any project admin user, This is visible for users who have Workspace/subscription privilege users only.
Project Admins:
To manage users --> please click on setup--> go to workspce--> selct the desired project--> Select Users from the top left corner -->& Manage users.
Here Project admins can Create/Modify user accounts & also set the user accounts who are part of the Project team.
