Rex Connector (IP routing service Failed) alarm appearing after Spectrum upgrade even though it's not setup

Issue/Introduction

The following alarm appears after upgrade to 21.2.12.

and in the REXCON.out file we see the below

Jul 26, 2022 09:55:04.464 - com.aprisma.spectrum.app.rex.connector.REXConnector.REX Connector is shutting down...

There is no REXCON.idb file located under:

$SPECROOT/lib/SDPM/partslist

Environment

DX NetOps Spectrum Release : 21.2.12

Resolution

Reboot the server. The installer triggered the REX connector to try to start. But when the server was rebooted, there is no REXCON.idb so the system starts normally without it.
