Content Packager Not Showing Section Containing JAR File

Issue/Introduction

Steps to reproduce:

1. Go to Administration > Data Administration > Content Packages
2. Click New > Fill in the General and Content Provider Details sections.
3. Click Save. Go to Details tab and Add Content
4. Click button(Package). The process(Content Packager) runs and completes.

Expected : The Properties > Content Package Files section should show the .jar files

Actual:
The section(Content Package Files)  is missing.
The process Messages field is blank.
