However, this message also got displayed under a TSO UserID, but did not get logged in the DC task. Why was this message logged on the ISPF panel, and not the IDB2 DC log?

The DBG98004I CA SYSVIEW FOR DB2 LOW ON VIRTUAL STORAGE (<2M AVAIL) message associated with the Sysview for Db2 (IDB2) Data Collector (DC) task UserID get's logged only once when encountered in the DC's JESMSGLG for the DC's entire duration. However, when the IDB2 end-user's perform a process that encounters a subsequent DBG98004I low storage message (as seen in ISPF) this indicates that the TSO user address space is low on storage, and not the DC.
