We would like to upgrade the Service Management apps, including integrations, from current windows server 2012 env to windows 2019 env. Windows 2012 will reach end of support soon.
Can we install SM products using the current mdb and after windows 2019 servers' apps are up and running we retire the windows servers' apps?

This approach will not work.
One mdb is designed to support one set of SM and other apps, not multiple.
There are two approaches:
1. do in-place upgrade of the windows 2012 servers
this approach will be cost effective as there is no need for extra hardware and MS should support this kind of upgrade
2. install a brand new set of SM apps using a new mdb and then move the mdb data from the old mdb to the new one according to

this approach will need extra set of hardware and more effect and time.
