This error was caused by Rocket Software - product 'Performance Essentials'
The error occurs when trying to allocate SYSUT3 dataset.
At this time, the workaround is to add DD statement into the TMSPTRS JCL:
//PSPOFF DD DUMMY
This turns off the "Performance Essentials' software.
Rocket has captured the CA/1 DCB exit and modified the Buffer.
You will see these modules in the dump which belong to Rocket Software - Performance Essentials:
