DLP Enforce - Create incident reports as shared and available for all Enforce users

Issue/Introduction

In the current Enforce design a shared report is only available within a user role.
If a report needs to be made available for all users/roles then the administrator has to login into all the different roles and update the report individually, creating a lot of overhead.

Resolution

The ability to create a truly global shared report is unavailable in the current product design.
