Not getting critical alarms in Spectrum

Issue/Introduction

We are not getting critical alarms in spectrum monitoring tool.

Environment

Release : 10.4.1

Component : Spectrum Alarm

Cause

The SpectroSERVER was using 97% of total RAM so the SS application was experiencing performance related problems.  This was caused by various 3rd party applications installed on the SS.

We stopped the SS from the SCP and saw that 11 GB were still being used by the OS.  Task manager showed multiple jp2launcher.exes using a lot of RAM.  

Resolution

We uninstalled a 3rd party scanning tool restarted the SS server and saw memory return to normal. 

We started the SS and heard new alarm notifications and saw link down alarms on the interfaces we checked.
