Unable to login due to "Oops! You don't have access to any project in CA Agile Central" error

Issue/Introduction

I have a user ID for Rally, but when I try to login I get the following error:

"Oops! You don't have access to any project in CA Agile Central. Contact your administrators with any questions."

Environment

Release : SAAS

Component : Login, Password and SSO Issues

Cause

While the user ID was created it doesn't have access to any projects in Rally. Without project access there is nothing to login to so an error is generated. 

Resolution

An administrator needs to grant access to at least one project so that the user can login.
