Install jobs AXCUS00 and AXACTUPG end with non zero condition code

Issue/Introduction
I have Datacom 15.1 MUF running with CA11, and want to create a new MUF for CA7. Hence, I submitted AXCUS00 job to create the new MUF 15.1, but it ended with MAXCC=04.
Looking into the job log of AXCUS00, I found the following three errors:
Error 1:
IEF404I AXCUS00 - ENDED - TIME=08.23.05
-AXCUS00 ENDED. NAME-CA7AD151
$HASP395 AXCUS00 ENDED - RC=0004
Error 2:
IEF142I AXCUS00 STEP1 - STEP WAS EXECUTED - COND CODE 0004

BECAUSE ITS PRIMARY WAS NOT SPECIFIED IN THE COPY REQUEST

Cause
The customer did not install maintenance on the product, which contains the solution to his error, before creating the new MUF 15.1.
Resolution
The problem with @HELP/BDHELP was corrected in Version 15.1 solution SO14957, which was published in September 2020. The customer has not installed maintenance on the product yet, which contains this solution. To solve the problem, delete the files created by AXCUS00, download and apply all available maintenance for Datacom/AD 15.1, and then start the process once again.
