Issue/Introduction

SUMMARY:
Filters in the Allocations Timeline in the Modern UX Staffing Module do not always seem to be applied

Description:
When adding a filter in the Allocations Timeline it is not applied and resources that don't meet the filter criteria are still displayed. An example is a filter where 'Allocation not equal to 0'. Once the filter is applied resources with an allocation of 0 are still visible.
        
STEPS TO REPRODUCE: 
1) Navigate to the Staffing module in the Modern UX and to the Allocations Timeline.
2) Note any resource that has 0 Allocation
3) Add a filter 'Allocation not equal to 0'

Expected Results: Only resources with Allocation not equal to 0 will be displayed.
Actual Results: Resouces with Allocation = 0 are still displayed.
