Unable to start Application Server - CAUAJM_W_00002 Listener could not be started on port

Issue/Introduction

We installed a new Autosys instance, and when trying to bring up the applicaiton server and scheduler, the application server keeps crashing with below error, If this new instance runs fine then any of the existing instance gets into similar error.

CAUAJM_W_00002 Listener could not be started on port [49197]. Proceeding... [listen(): 10048: Only one usage of each socket address (protocol/network address/port) is normally permitted.]
CAUAJM_W_10134 CA WAAE Scheduler failed to establish a listener at host host123:49197]. Acquiring a new agent listener port...

Environment

Release : 11.3.6

Component : CA Workload Automation AE (AutoSys)

Resolution

The auxiliary virtual listeners are restricted to 62 on a single server (49155 - 49216).  For a single instance, the scheduler and application server together create 3 listeners.  So, a server can accommodate a maximum of 20 instances.
