Resolution

With 21.2.8 DX Netops Performance Management, we now will process RETIRED state sent from Spectrum. 

Doesn't matter if Spectrum is up to 21.2.8, performance management will still retire but Spectrum should be close to DX Netops Performance Management.

Spectrum 21.2.8 introduced the dialog to ask whether to retire or not on delete.  

If Spectrum is not 21.2.8+, then deletes will be treated as RETIRED in DX Netops Performance Management 21.2.8+.

If on a version before Spectrum 21.2.8 you can "remove" the device from the IP domain GC, then replace the device with a new model.

Then add the new device to IP domain GC, and we'll consolidate to the active DA device.

If the delete happens via rest or script then there is no prompt to retire or not and retire is the default behavior on delete.  

So same recommendation, remove any device from IP domain GC you plan to replace using NewMM.pl or webservice calls.
